PADIGE’s goal is to increase democratic legitimacy by promoting the possibilities and the initiatives that the European Union offers to partake in the decision-making process. More specifically, PADIGE focuses on the European Citizens’ Initiative (ECI), aiming to facilitate the initial phases of ECI proposals preparation through the development of a platform that allows young people to share ideas and get in contact with peers that share the same ideas. PADIGE also goes further than that, by establishing a shared platform in which proposals can be co-written and implemented. Furthermore, PADIGE will create a Guide for Youth Workers which will contain a blended learning course, combining asynchronous and synchronous learning (through webinars) which will aim at training youths on how to apply participatory design methodology into preparing a European Citizens Initiative on the topic of Gender Equality. Additionally, it will create guidelines, methods, and advice on how Youth Workers can successfully transfer this knowledge to their youth pupils.


The specific objectives of the project are:

  • To raise the awareness about the European Citizens Initiative as an instrument of European “direct democracy”;
  • To provide high quality trainings and tools for Participatory Design of ECIs by using an innovative approach, such as the creation of a blended learning programme and the development of a wiki platform;
  • To raise awareness among young people about the importance of Gender Equality;
  • To provide civic engagement opportunities to disadvantaged young people;
  • To have an impact on the EU law creation by presenting a new proposal based on the concept of Participatory Design.

Awareness raising about the role of European Citizens Initiative in the European Union law framework. As the partnership has identified from the needs analysis, knowledge about ECI is not well spread among young people in Europe. PADIGE will allow young people to easily have access to this kind of “direct democracy” instrument.

Awareness raising of gender equality issues among youths. The central topic of the proposal created by youths will be on Gender Equality in the EU.

Capacity building of youths in using participatory design methodology. After the methodology is finalised through the feedback of Youth Workers during the pilot phase of their Guide, it will be uploaded on the platform in order to guide its users through the creation of an ECI proposal;

Platform: the platform will be a system of participatory design and editing, including several innovative features.;

Guide targeting Youth Workers. Its objective is to enable youth workers to effectively deliver the following elements to young people : – the benefits and importance of the European Citizens Initiative (ECI) – guidelines and approaches for young people who want to develop a draft ECI proposal – the participatory design approach, its mindset and how it can lead to the creation of an ambitious ECI proposal; how to gather information, frame a problem as a team, – create an idea, select a concept and work together with other peers on the same project – a list of best practices on gender equality – a tutorial on the proper use of the wiki platform

Intellectual Outputs

  • IO1 Online platform for Participatory Design of European Citizens Initiative.

The platform will be based on a wiki tool and will allow the creation of an ECI proposal by youths, on the topic of gender equality, by using participatory design methodology. It will also include informational material on Gender Equality and a forum where all users can discuss various aspects of the subject. 

This output aims to allow people located in different parts of Europe to write and edit ECI draft proposals.

    • IO2 Guide for Youth Workers.

    An e-learning course which will include synchronous learning with webinars. The course will be divided into modules and will focus on participatory design methodology, ECI and gender equality and how to implement them into the youth. A research report on good practices in participatory design and ECI design will also be included as well as a tutorial on the proper use of the wiki platform.  Other outputs of the project include: 

    1. Youth focus groups to access their opinions about the structure of the platform; 
    2. Awareness raising campaigns (social media campaign focused mainly on Instagram and Tik Tok where our target group can mostly be found) targeting youths in order to recruit participants in the IO1 platform.
